The development of the digital state is not limited by time or by the borders of Estonia or the European Union. The lecture series “Technology and Law” continues, giving us the chance to look further afield and learn from Brazil’s experience. (It is worth noting that, according to the OECD’s 2025 Digital Governance Index, Brazil’s level of digital public administration exceeds the OECD average.)

On November 11th, we’ll be joined by Vivian Cristina Lima Lopez Valle, a professor of administrative law at the Pontifícia Universidade Católica do Paraná in Brazil. Her research focuses on public services and the rights of their users. During her postdoctoral research in Spain, she studied digital public services, smart cities, and new technologies in public administration.

Her lecture, “Digital Public Services and Artificial Intelligence in Public Administration: An Analysis of the Brazilian Model,” will offer an opportunity to explore how a digital state is developing in a different legal and social context and to consider what we might learn from Brazil in Estonia and across Europe.

The presentation and discussion will be held in English.

Please register for the lecture by November 9.

Everyone interested is warmly welcome to attend and take part in the discussion.
